Mr. Novel V. Bangsal is the executive director of the Budget and Tax Research Bureau of the Congressional Policy and Budget Research Department. He has two master’s degrees: a Master of Arts in Development Economics from the University of the Philippines (UP) School of Economics and a Master of Arts in Public Administration from the UP-National College of Public Administration and Governance. He earned his Diploma in Public Management Development Program (Senior Executive Class with Honors) at the Development Academy of the Philippines in 2016.
He has written several publications on public finance, social protection, agricultural development, and institutional and constitutional reforms.
