Dr. Jean Encinas-Franco

Dr. Jean Encinas-Franco is a professor at the University of the Philippines’ Department of Political Science and a former Director of the Senate Economic Planning Office, where she served for 15 years. She previously lectured at Miriam College’s International Studies Department (1999-2009) and was a Faculty Associate at its Women and Gender Institute.
Her dissertation examines the politics of labor out-migration in the Philippines and how overseas Filipino workers are discursively represented as “modern-day heroes.” Building on this, her research explores gender, labor migration politics, legislative politics, and women’s rights. She holds a master’s degree in public administration and a PhD in political science from UP Diliman.
Dr. Encinas-Franco’s research aligns closely with her advocacy for gender equality. Most recently, she presented on barriers to women’s political participation in the Philippines at SERP-P’s knowledge-sharing forum “Empowering Women and Closing the Gender Gap in the Philippines” (March 27, 2025).
