This paper explores the policy and institutional issues with a view to properly appreciate the strengths, as well as the limitations of CMP (Community Mortgage Program), and the possibilities for its improvement in the context of the present situation ofthe entire housing delivery system. The paper attempts to identify the crucial policy and institutional issues which need to be resolved to enable the program to respond more efficiently and more effectively to the needs of its target clientele.
