This report prepared by Abrams and Koenigsberger is a model of its kind and reflects the wide background and experience that they were able to utilize in considering the Philippine problems. The duration of the mission was only one month, and it is quite extraordinary for these two men to distill a report in which the findings and conclusions are valid still. In fact, in reading the report, one may wonder whether anything has changed in the intervening eleven years. Abrams and Koenigsberger gave great credit to the Filipino officials who assisted them and especially to Mr. Sim Garcia, who is now with ECAPE in Bangkok.
