Over the years, the number of informal settler families (ISFs) has increased tremendously in General Santos City (GSC) while land has become scarcer and expensive. According to the City Shelter Plan 2019 to 2027, the estimated informal settlement areas comprise of about 211.98 hectares (has). The lands available for relocation are farther from the established communities where there are more opportunities for employment and livelihood. In many cases, as it is anywhere in the country, relocatees would leave or abandon their homes and resettle closer to their place of work and schools, further exacerbating the ISF problem.
The solution is to develop in-city housing relocation. However, it would be more costly for the City Government as properties are more expensive in the inner city. It would also be very expensive and probably unaffordable for the ISFs.
GSC Homes thought of building public rental housing patterned after the Disiplina Village of Valenzuela City. It will be a long-term investment of the local government unit (LGU) where the properties are rented out at affordable costs for long periods of time, subject to eviction guidelines. In the end, the property is retained by the LGU and may evolve for other uses in the future once it has served its purpose.
