This publication, prepared by the Ateneo School of Governance (ASG) and the Ateneo Center for Social Policy and Public Affairs (ACSPPA), hopes to call attention to the importance of human resource management (HRM) in the public sector. This is in response to the observation that while the political strategic and financial aspects of management are given much attention by top-level agency executives, HRM is given low priority. From an academic perspective, this publication is also a response to the need for more research in the HRM field. This hopes to promote active exchange of experiences and insights between and among government agencies, which can lead to improved HRM practices in the public sector.
