Dr. Rosario G. Manasan is a retired senior research fellow at the Philippine Institute for Development Studies (PIDS), where she spearheaded the research program on public finance and fiscal policy. A prolific writer, she has published numerous PIDS articles on taxation, public expenditure analysis, public expenditure management, fiscal decentralization, social protection, and other social sector issues.
Manasan received her PhD in Economics from the University of the Philippines in 1979 and her post-doctoral studies from the Massachusetts Institute of Technology.
