Dr. Celia M. Reyes served as president of the Philippine Institute for Development Studies (PIDS) from March 2018 to July 2021. She was the first female president of PIDS.

As a researcher, she is an expert in poverty research and has produced numerous studies on poverty and inequality, social protection, and development impacts of government programs.

She also served as president of the Philippine Economic Society in 2011 and chairperson of the Interagency Committee on Poverty Statistics convened by the Philippine Statistics Authority. She has been an adviser to various national government technical working groups on poverty monitoring and indicator systems in the country since the early 1990s.

She is the network team leader of the Community-Based Monitoring System (CBMS), providing free technical assistance to local government units in the country in the implementation of the CBMS.

Dr. Reyes holds a Bachelor of Science and a Masters of Arts in Statistics from the University of the Philippines and a Doctor of Philosophy in Economics from the University of Pennsylvania.
