Filomeno Sta. Ana III is the cofounder and coordinator of Action for Economic Reforms (AER), a policy research and advocacy group that focuses on macroeconomic issues, specifically linking growth with poverty reduction, equity and sustainability. His areas of research interests are tax reforms, exchange rate and monetary policies, and governance and institutions. In line with these interests, Sta. Ana became the team leader of the civil society team that collaborated with the government in achieving the sin tax reforms.

A prolific writer, Sta. Ana is also a columnist of BusinessWorld and Rappler and has contributed papers to several volumes and journals. He is also an editor and author of several publications, including Philippine Institutions, and Growth and Prosperity for All and The State and the Market: Essays on a Socially Oriented Economy. More recently, he edited a forthcoming volume on Philippine institutions and long-term prosperity.

Outside these fields, he serves as a trustee of nongovernment organizations, such as Mama Sita Foundation, Legal Rights Resource Center, Samdhana, and Bantay Kita.
