Master Plan for the Sustainable Urban Infrastructure Development in Metro Tuguegarao


In 2018, the National Government, through the National Economic and Development Authority (NEDA), provided funding for pre-investment activities for key government infrastructure projects. One of these projects is the formulation of a Master Plan for the Sustainable Urban Infrastructure Development (MP-SUID) in Metropolitan Tuguegarao, covering Tuguegarao City and the municipalities of Peñablanca, Iguig, Enrile, and Solana, collectively referred to as Metropolitan Tuguegarao (PIEST) in this study. The aim of the MP-SUID study is to produce a comprehensive master plan which will guide decision-makers in the preparation and approval of policies, programs, and projects for implementation in the urban center and, thus, ultimately improve the competitiveness, security, and resiliency from disasters as well as the general urban conditions of the planning area. The MP-SUID for Metropolitan Tuguegarao is aligned with the Philippine Development Plan, 2017-2022 (PDP) and the Cagayan Valley Regional Development Plan (RDP), 2017-2022, which acknowledge the need to generate growth opportunities evenly across the country and sectors, including investments in urban infrastructure, to benefit those living in highly urbanized cities (HUCs) and emerging growth centers. The project is also aligned with the Philippines’ international commitment to the United Nations Sustainable Development Goals (SDGs) to make cities and human settlements inclusive, safe, resilient, and sustainable through building resilient infrastructure, promoting inclusive and sustainable industrialization, spreading innovation, and ensuring the availability and sustainable management of water and sanitation for all. This MP-SUID is divided into two components: (1) Component I: Strategic Plan/ Master Plan Formulation; and (2) Component II: Business Case/Feasibility Studies of five infrastructure projects.
