Metro Ormoc, one of the two regional centers in Eastern Visayas aside from Metro Tacloban, serves as the regional market and service center to numerous provinces, aside from what is within its location. Aside from commercial, trade, institutional, and other transactional links to the National Capital Region (NCR) and regional centers such as Metro Cebu, Ormoc City and its neighboring municipalities also has direct transportation links to Metro Cebu, and most likely soon to Metro Manila as well. These are important factors which will catalyze more rapid urban, agro-industrial and service industry development in the area. Consequently, this will require more substantive and effective development of the various urban infrastructure to accommodate these fast-growing sectors. However, due to the fact that the City is located in a region that is prone to calamities and disasters, infrastructure development is not as fast as may be desired. This underscores the need for a proactive and implementable action plan aimed at the development of definitive sustainable urban infrastructure for this emergent metropolitan area.
In this connection, the National Economic and Development Authority (NEDA) has engaged the consortium of Engineering and Development Corporation of the Philippines (EDCOP), Pacific Rim Innovation and Management Exponents, Inc. (PRIMEX) and CEST, Incorporated (CEST), collectively known as “the Consultants”, to conduct a study for the Formulation of a Master Plan for the Sustainable Urban Infrastructure Development (SUID) in Metro Ormoc.
This report includes, among others, the findings and results of the studies conducted on the different aspects of the Master Plan, with due consideration for the inputs of stakeholders, including the Business Case / Pre-FS Reports. The Business Case / Pre-FS Reports shall include the economic and financial, as well as the institutional analyses, based on the results of the previous analyses. It shall also include the infrastructure investment program for the short-, medium- and long-term, with corresponding costs, timetable and responsible party/implementing agency.
