The first section of the Cagayan Valley- Flood Mitigation and Rehabilitation Program gives a picture of the Cagayan River Basin, the major flood events in the region, highlighting the Typhoon Ulysses-induced flooding and the magnitude of its impact. The second section discusses extensively the contributory factors to flooding. The third section focuses on the proposed strategies to address flooding, categorized into structural and vegetative measures. The last section presents the proposed programs and projects for the Cagayan River Basin, for funding by the government and development partners.
