This assessment of the CARP (Comprehensive Agrarian Reform Program) law is conducted this year as it marked the last year in the original time frame intended for its implementation. While there are no conclusive data as yet that could settle these deeperissues, interesting findings are offered by different assessments conducted on Agrarian Reform Communities.
