This article presents the role of the state in domestic industries, in this case energy generation, where it requires large investments that if a large firm dominates the industry, it would set any price it wishes to; thus the impetus for state interventon. It shows that the NAPOCOR case also indicates the debates regarding the privatization of government-run businesses and the necessary preconditions before privatization can have a positive impact on the majority of Filipinos.
