This study analyzes the labor market performance of Mindanao as of 2024 to inform policies that address unemployment, underemployment, and regional disparities. Using Philippine Statistics Authority (PSA) labor force data, the report assesses employment trends, labor force participation rates, and sectoral shifts across Mindanao’s regions.
The findings highlight that Mindanao posted a higher employment rate (97.03%) compared to the national average (96.1%), with the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) showing the strongest gains. Davao Region and Northern Mindanao demonstrated labor market stability, while Regions 9 and 12 showed vulnerability to external shocks and adverse climate conditions. High underemployment persists, particularly in Regions 9, 10, 12, and BARMM, suggesting a mismatch between job availability and worker competencies.
The study recommends boosting investments in labor-intensive industries, diversifying the regional economic base, and strengthening transportation infrastructure and peace and order initiatives to address underemployment. Capacity development initiatives aligned with local skills profiles are also critical to maximizing human capital potential and raising living standards.
