This research takes the reader on a journey of institutional change as it used historical and periodical approach. It probed into the role of the democratization process in the Philippines and determine how this phenomenon has shaped the politics of envionmental decision-making. A subsequent concern is to uncover the influence of democratization in the form and workings of civil society in governance.
