DECENTRALIZATION AND URBAN POVERTY: LOCAL GOVERNMENT INITIATIVES IN POVERTY REDUCTION


This research consists of case studies of four Philippine cities - Davao, San Fernando (La Union), San Carlos (Negros Occ.) and Marikina - and how their respective local governments have tried to address poverty. The study looks into the financial situaton of local governments, how they determined their spending priorities, the extent to which social services were prioritized and the factors that motivated local officials to initiate poverty-related programs.
