Agriculture could not play its major and crucial roles which are considered important to realize long-term growth and development if it is neglected more so, if it is prejudiced upon by fiscal policies that tend to downplay its potential. This paper intrduced and discussed development models. Some were successfully implemented but the majority failed to realize their lofty objectives due to many structural and institutional constraints that continue to plague the sector.
