The paper deals with recent forestry policy reversals in the Philippines, focusing on the lifting of the export ban on lumber and its pre-imposition. In particular, the paper examines the role of environmental non-governmental organizations in the policyeversals, especially their activities in influencing forestry policy. The paper also presents the involvement of other stakeholders on the issue.
