While DSWD achieved notable success in its process of decentralization, a number of constraints persists and demands attention and appropriate action in order to deepen and strengthen the institutional and policy framework towards improved delivery of soial services within a decentralized regime. This study recommends key action points to be considered by the Department of Social Welfare and Development.
