The Metro Naga Development Council has been institutionalized through Presidential Executive Order no. 102. It is mandated to formulate, coordinate and monitor programs, projects and activities for the acceleration of economic and social growth and develpment of its member-LGUs. The Metro Naga experience provides a very rich ground for learning and pavesway for innovations worthy of replication.
