Ten years after the passage of the Local Government Code of 1991, the partnership between DENR and LGUs have been noted to co-manage natural resource management projects. Increasing awareness and interest of LGUs in environmental management has been thempetus of these changes. Increasingly, DENR was seen to be allowing more room and support for such innovations aimed at co-managing arrangements of resources with multi-jurisdictions. Despite these, a number of issues and constraints persist.
