This study starts out with the assumption that the demand for participation may be extended to the rudiments of local governance, even in local budgeting. It is hypothesized that if certain areas in the local budget process are laid open to the public,ital sectoral interest will find another venue for interest articulation. If NGOs are allowed to sit in the crucial budget deliberation hearings conducted by the Sanggunian, this could enhance their position in monitoring the local govt system.
