The findings of the study show that to accelerate the implementation of the CARP (Comprehensive Agrarian Reform Program), numerous procedures need to be developed and or improved. This paper has two parts; a documentation of the formation and activitiesf the Barangay Agrarian Reform Committee (BARC) in two barangays and case studies of six sites where agrarian reform was being implemented.
