The study looks into the experiences of four city governments implementing various poverty-focused programs. It aims to provide explanations as to how these programs came about, what conditions and opportunities did project planners and implementors respnd to, why they responded to these, and how they were able to manage their programs effectively. It also identifies the positive factors as well as the negative factors that dampen local government action.
