This article/study tries to clear the confusion of those "underrepresented" and "marginalized" when party-list election of 2001 happened. His paper holds explanations and parameters issued by the Supreme Court to clear the way for the political and civilsocieties. It is made clear here that party-list is neither the realm of civil society nor political parties alone.
