THE MAKING OF THE 1988 COMPREHENSIVE AGRARIAN REFORM LAW


The following is a brief account and analysis of the political dynamics behind the making of R.A. 6657. In particular, it pays special attention to the efforts of peasant groups and their allies to participate in the policy-making process and to lobby foa comprehensive agrarian reform program. Despite the final legislation, it is hoped that some lessons can be learned from the farmers efforts for other organizations which are trying to work for meaningful change in the democratic context.
