The paper discusses several key development planning and implementation issues and the underlying social and economic concerns. The discussion shall be based on experiences in various upland development efforts that has a bearing on grasslands developmen. Experience has shown that these concerns must be addressed if goals of sustainable equity-led development are to be realized.
