This book is an attempt to examine the charter change and the presidential parliamentary issues. It seeks to examine the feasibility of the contending systems in the light of the experiences of other countries and the Philippine history as well. It also tracks the issues tackled by various interest groups, players and institutions. Shift tries to discuss the advantages of a parliamentary government if isolated from the country’s present political environment.
