The central position of the national government in the political systems approach to understanding political phenomenon overlooks the actual operations of the level immediately below the national government. Subnational governments are in fact consideredto be the most proximate to the people and perform the function of directly linking national government with grassroots politics. It is in this area where the author focused, the politics at the local level.
