IMPLEMENTING ZERO WASTE TECHNOLOGY IN THE BARANGAY AND CITY GOVERNMENT LEVELS OF MARIKINA CITY

This paper seeks to examine the present system of waste management of the city of Marikina for the following reasons: 1) waste management under 1991 local government code has been devolved from the Metro Manila Development Authority to the local governmet level; garbage disposal today is a function reserved to the city/municipal level and to the provincial level. 2) local government under the scheme of decentralization are also responsible for managing its environment and utilizing resources.
