As a new and unexplored arena in development work, the evolution of the health service cooperative was perceived to be hinged on the interplay of three fundamental elements. 1) A health facility should exist to serve as the health service base; 2) therehould be a pool of health service providers; 3) the workers should be its main clients. This case study fleshed out elements whereby the program strategies had been built.
