The cases presented are differentiated from each other through the terms of stay of non-government organization who provides assistance to the barangays. It concludes that attention should now be addressed toward understanding the devolution process, detrmining the resources needed, putting in place the appropriate structures and capabilities, and more importantly, assessing how all this will redound to community health development.
