The Tariff Commission issued this report to investigate the merits of imposing a Safeguard Duty on Liquefied Petroleum Gas (LPG) Steel Cylinder (AHTN 2022 Subheadings 7311.00.23, 7311.00.24, 7311.00.25, 7311.00.91, 7311.00.92, 7311.00.94 and 7311.00.99) from various countries. After taking into consideration domestic procedure in Republic Act No. (RA) 8800 (Safeguard Measures Act) and various World Trade Organization (WTO) Jurisprudence, the Commission finds that not all the elements for the imposition of a definitive safeguard duty were met. The Commission recommended that no definitive general safeguard measure be imposed on importations of the LPG Steel Cylinders covered by the investigation.
