The Tariff Commission issued this evaluation report in relation to the General Safeguard measure against imports of Newsprint (AHTN 2017 Subheadings 4801.00.12, 4801.00.14, 4801.00.22, 4801.00.24) from various countries. After taking into consideration domestic procedure in Republic Act No. (RA) 8800, the various World Trade Organization (WTO) Jurisprudence, and the compliance of the domestic industry with its adjustment plan/s, including the progress and developments in the domestic industry to make a positive adjustment to import competition, the Commission finds that the actions the newsprint industry undertook, to improve production efficiency and increase output, were effective in terms of enhancing its competitive position during the period of imposition of the safeguard measure.
