This report results from fieldwork conducted between 1966 and 1968. It focuses on the development of the fishing industry in Estancia, Iloilo and represents the first fruits of a broad research effort aimed at delineating the processes and problems of soial and economic changes in the rural lowland Philippines. It also dealt with a detailed analysis of entrepreneurship in that community.
