Comprehensive and Integrated Delivery of Social Services (CIDSS) calls for the social preparation of project beneficiaries and stakeholders. Social preparation entailed awareness building, formation of Technical Working Groups/Committees, and capability-uilding seminars. Social preparation was carried down to the level of the three pilot barangays. In Dao, the strategy mobilized different agencies of government, as well as civil society groups, to address identified community needs.
