In the Philippines, the role of the state in the development process has not been properly defined. The role referred here is the capacity to perform the task given the demands of good governance. This paper presents a framework that allows us to analyzein an integrated and holistic manner the requirements for capacity building of the public sector. The issues presented here suggest that substantive bureaucratic and political reforms are equally important as economic reforms.
