This study examines five specific direct credit programmes (DCP) in the Philippines. Framework used: success in reaching target groups; overall size and coverage of the programme; the actual impact of programmes in terms of changes in the quality of lifeof the target sectors; institutional capability and financial performance of the implementing agency; and rapid response capacity.
