The study bear out earlier observations about the innovative spirit of Bulacan and its commitment to sustaining the programs of the previous provincial administration. Bulacan sets some interesting precedents especially in the area of reform and institutng mechanisms for transparency. The province maximized the potential of information technology not only to speed up operations but also to introduce newer and more powerful concepts in entrepreneurial governance.
