DEVELOPMENT OF GOOD GOVERNANCE INDICATORS FOR POVERTY ASSESSMENT: CASE STUDY OF PANGANTUCAN BUKIDNON


Since 1997, Pangantucan (a municipality in southern Bukidnon) has used a modified Minimum Basic Needs (MBN) approach in identifying the most urgent unmet needs of its constituents. Under this approach, the existing mechanisms for participation at the barngay and municipal levels became highly dynamic, allowing the poor community folks to partake from the identification of their needs up to the monitoring of projects designed and carried out to address these same needs.
