The onset of devolution has compelled several municipalities in Cotabato to make primary health care a living reality through such innovations as the mobilizations of community participation, tripartite mechanisms, the use of non-Western approaches and rmedies, etc. innovations that made health care more accessible to the poor and to those living in the remoter areas of the province.
