The study systematically examined the strengths and weaknesses of the family planning program with focus on the quality of care provided to clients, including support systems. The information gathered through this project can be used to: 1) diagnose program strengths and weaknesses; 2) describe and assess the quality of services provided and received; 3) develop policy recommendations for program guidance and possible redirection; 4) identify areas for operations-research field experiments; 5) make necessary improvements in the range, type, and quality of services provided; and 6) establish baseline measures for planning and evaluating innovations.
