Despite having abundant water resources, the Philippines experiences water crisis especially during the summer. Abuse of watersheds, water pollution, and undervaluation of water, are some of the major problems, which if not addressed, will cause water scarcity in the country to worsen. Since most of the national laws on water such as PD 1067 of 1976, RA 8041, and EO 406 of 1998 are focused on creating and authorizing certain agencies to perform several functions in watershed management, but not on policy that deals on water pricing, House Bill No. 1109 was proposed. This paper, thus, recommended the support of House Bill No. 1109, which integrates watershed rehabilitation activities and water pricing scheme to solve the water problem. This paper also included the stance and recommendations of PCARRD on the strategies to help rehabilitate watersheds.
