The updating of the Regional Development Plan of Western Visayas is guided primarily by the
overall development vision for the country, which is pursuing inclusive growth with social equity.
As highlighted in the Philippine Development Plan, 2011-2016, growth is inclusive if it is rapid,
sustainable, creates jobs and reduces poverty. Growth should be rapid enough to matter, given the
country’s large population, geographical differences, and social complexity. It is sustainable growth
that creates jobs, draws the majority into the economic and social mainstream while continuously
reduces mass poverty, Quality economic growth means that rapid output increases are translated
into employment creation. With the latest economic, social and political developments here and
abroad, there is a need to assess the gains, gaps, challenges and opportunities in the region’s
economy to determine whether or not the region is on the right path towards achieving inclusive
growth.
