The RDA articulates the region’s highest priorities based on an intersectoral and interarea analysis of the region and guided by the desired development scenario. The essential ingredients which include the development strategies, challenges and preconditions to achieve the regional development agenda are highlighted. Technical Notes are appended to the RDA, containing the detailed analysis of the planning environment and the issues at hand.
