This report comprises the San Pedro Bay-Leyte Gulf Basin (SPBLGB) Framework Plan that provides the strategic and policy framework for the sustainable and resilient development path for the management of the terrestrial, coastal, and marine resources of the SPBLGB. The Framework Plan presents comprehensive description of the physical, biological, and socio- economic character of the SPBLGB and provides advice and guidance on the spatial structure and land and water use prescriptions to meet the intentions of a resilient and sustainable development path for the SPBLGB.
The Plan incorporates the proposed Ecological Management Zones for the SPBLGB that specifies the spatial framework and outlines the policy/strategic context for the formulation of detailed land use plans of local government units encompassing the SPBLGB. The EMZ and accompanying zone use prescriptions likewise provide advice on the permitted and prohibited uses for each of the management zones that can serve as guidance in the formulation of development plans including the design and approval of programs and projects of local government units, national government agencies, the private business sector, and other stakeholders to ensure coordinated and integrated initiatives on a basin-wide setting.
