Climate-Responsive Integrated Master Plan for Pampanga River Basin 2016-2030


The master plan uses the ridge-to-reef integrated watershed ecosystem framework, a holistic resource planning and management framework that links conservation and utilization actions across sub-watersheds and coastal ecosystems. The approach is strategic, holistic, and participatory: it fully considers the sustainability of resources and the well-being of the stakeholders, especially of impact communities. The framework cuts across four major ecosystems: i) coastal ecosystem, ii) urban ecosystem, iii) upland ecosystem, and iv) forest ecosystem.

The vulnerability of PRB wedge to climate change was evaluated, considering sensitivity to hydro-meteorologic hazards, exposed elements to hazards, and adaptive capacity of communities, ecosystems and pedo-ecological zones.
