The Balik Probinsya, Bagong Pag-Asa (BP2) Program was institutionalized through Executive Order No. 114 signed by President Rodrigo Duterte on May 6, 2020. The said program recognizes and seeks to address the uncontrolled upsurge of the population in the NCR due to, among other reasons, the lack of viable and sustainable employment opportunities in the countryside, unbalanced regional development, and unequal wealth distribution.
The BP2 Regional Action Plan, crafted by the different member agencies and local government units of the BP2 special committee, supports our long term vision by way of facilitating the availability of jobs, promoting investments, building infrastructure, as well as providing services and amenities to boost sustainable countryside development and promote more inclusive growth.
