Policy-Oriented Research and Development (R&D) for Coastal Resource Management.


This paper aims to identify areas of concern that require further policy research and development for coastal resource management. Some conceptual perspectives about policy research are presented to illustrate the approach. Policies governing Philippine coastal resources are discussed to give an overview of what has been addressed in the policy arena. Some insights are presented regarding potential areas of policy-oriented research. Researchable areas in policy-related context include: 1) administration and management of coastal resources; 2) exploitation and utilization of resources on stable, sustainable and equitable basis; 3) provision of institutional and support services to resource users; and 4) other related issues. Policies on Philippine fisheries and coastal resources address the following major concerns: 1) protection of national patrimony and territorial rights; 2) administration and management of resources; 3) provision of institutional and support services to resource users; 4) exploitation and utilization of resources so as to achieve higher productivity on stable, sustainable and equitable basis; and 4) other related issues.
